I have found that Winter Steelhead seem to like orange, peach or black color schemes depending on the water clarity, but try new colors when you can't get fish that you know are there to react.
They like to lay in slow water on the edges of rough flows.
Drift with the lightest weights to get as much motion as possible and yet keep the offering in the stike zone.
Try using dark colors in clear water - purples and black
